Statement of Council Requirements (Specifications)
1. Operate Airport in Accordance with Aerodrome Manual and comply with CASA requirements.
1.1 Carry out all Airport Manual requirements
1.2 Update Airport Manual, maintain amendment record, distribute amendment record, and distribute amendments (inc. Airport Emergency Plan).
1.3 Exercise Airport Emergency Plan.
1.4 Maintain parts inventory (Councils existing inventory will be provided).
1.5 Provide Aerodrome Reporting Officer.
1.6 Provide Aerodrome Safety Officer.
1.7 Hold Aerodrome Licence.
2. Maintain Council owned assets.
2.1 Runway, Taxiway, Apron- Repair maintain pavements, bitumen surface, sweep/vacuum stones, line mark
2.2 Markers – Repair, replace, paint
2.3 Gates/Fencing – maintain, repair
2.4 Control Noxious Weeds
2.5 Maintain, repair navigational aids and provide runway lighting and hazard lighting.
3. Mow grassed areas.
3.1 Grass not to exceed heights as follows
3.2 Runway strip 300mm
3.3 Apron, Aircraft Parking 150mm
3.4 Balance of aerodrome lands 450mm
4. Manage Terminal Building
4.1 Liaise with users
Provide Vending machines
Provide Kiosk
4.2 Organise cleaning. Maintain terminal building including toilets in a first class state of cleanliness
5. Provide fee collection information for Council to invoice and collect airport income
5.1 Provide Council with billing details for RPT services and other users
5.1.1 RPT passenger levy from airlines
5.1.2 Resident aircraft/ regular uses
5.1.3 Itinerant aircraft
5.1.4 Payment from Australian Armed Forces
6. Pavement Concessions
6.1 Analyse requests for and issue pavement concessions
7. Meet Operating Expenses
7.1 Pay cost of wages, salaries, materials equipment for all operations and maintenance specified.
8. Carry insurances
8.1 Public liability indemnifying Council minimum $20,000,000.
8.2 Damage to Council property.
8.2.1 Terminal building
9. Auditing requirements
9.1 Undergo audit by Council staff twice per year to determine:
9.1.1 Compliance with C.A.S.A requirements
9.1.2 Satisfactory maintenance of Council assets.
9.2 Provide and audited statement of income and a statement from the Lessee’s auditor that the business is solvent at the date of certification.
