Request for Financial Assistance (Community Partnership Fund) under Section 356 of the Local Government Act 1993 has been received outside the normal timelines for Councils consideration.

Council has implemented a procedure whereby requests for financial assistance under section 356 of the Local Government Act 1993 are considered on a quarterly basis. This request for financial assistance has only come to light in the last week, and as there are currently available funds in this budget and the request is time sensitive, officers are bringing the request to Council prior to the end of financial year.
The request meets the criteria of the Community Partnership Fund component of Section 356 – “Contribute to a community event which generates specific economic benefit”.
Officers have received a request for financial assistance towards the production of a short film to be shot in the Bega Valley.
The short film titled The Children “is a post-apocalyptic survival film. It is about an Aboriginal girl named Laura who is travelling through barren, isolated country side of NSW with her younger brother, Jacob. The setting is that due to the immense pollution, the earth can no longer produce fruit and vegetables, causing the majority of the population to die...” (taken from Gary’s explanation of the film).
Officers are advised that a previous short film that Gary produced, for which he won an award for best editor and best sound, is currently being shown at the Florida Short Film Festival.
The allocation of funds requested is able to be distributed in accordance with Section 356 of the Local Government Act 1993.
The administration and allocation of funds are provided in line with Council’s Policy 5.15 Requests for Assistance and Council’s Procedure 5.15.1 Applications for Financial Assistance – Section 356.
The shooting for this film will be over four days and will generate activity back into the local economy through accommodation, catering and other incidentals. A preliminary visit by the cast and crew of the short film has been reported to officers as extremely positive, and has the potential to lay the foundations for future film opportunities.
An offer of having the Bega Valley Shire Council’s listed in the credits and a copy of the short film for Council’s libraries has been offered in return for the support.
By providing support to individuals and organisations to achieve outcomes for the local community, Council is working towards achieving the objectives of its adopted Community Strategic Plan.
Officers have spoken with Gary and his father in relation to this request.
Funds are available in the Governance and Executive – operating costs – donations budget.

This application for financial assistance will serve two purposes. It will assist a local young person and it will highlight the Bega Valley as a location for other would be film makers.

Background
As advised in Item 12.3 Adoption of 2015-16 Operation Plan, Budget, Fees and Charges, of the Ordinary Agenda for the Council Meeting of 10 June 2015, published on 4 June 2015 “a table summarising all submissions will be posted online prior to the Council meeting and tabled at the Council meeting and circulated to Councillors”.
A copy of the table is attached. Councillor’s comments and responses will form part of the minutes of the meeting of 10 June 2015.
