Report to provide copies of declassified reports and memorandums to the community.

On 16 May 2015 Item 9.1 Littleton Gardens public art commission Council resolved:
1. That Council adopt the recommendations outlined in the confidential memorandum.
IN FAVOUR: Crs Britten, Hughes, Tapscott, Seckold, Mawhinney, Allen and Fitzpatrick
AGAINST: Nil
ABSENT: Crs Taylor and McBain
2. That Council commission Jen Mallison to develop and install the feature art work, “the meeting of two rivers” in Littleton Gardens.
3. That Council staff investigate, with Jen Mallinson, the potential to increase the scale of the sculpture to address concerns raised during assessment and that any additional costs be taken from the play sculpture budget.
4. That the interactive play sculpture be considered as part of any future stages of the Littleton Gardens Development.
5. That page 6 of the confidential memorandum be made public and included in the minutes.

Both submissions were found to meet the design criteria brief.
The Selection Panel were unanimous in their recommendation that Jen Mallison be commissioned to develop and install the feature artwork for Littleton Gardens based on her proposal. The Panel considered that adjustments could be made to improve the visual impact of the work, and to reduce the risk of people trying to climb the work, by upscaling the sculpture to a height of 3.5 – 4 metres.
Both the Panel and Ms Mallison felt that the sculpture would work best sited on the edge of the pathway. The Panel suggested Ms Mallison work with Council staff during the design development stage to consider alternative siting within the locality.
The Selection Panel were unanimous in their recommendation that neither artist be commissioned to produce the interactive play sculpture. The panel felt that neither fully met the brief and that that neither would work effectively in relation to the major artwork.
The Selection Panel suggested an alternative commissioning/procurement process be put in place to purchase interactive play pieces which have creative elements, and that the original design intentions are used to guide this process.
