12.5. Carers Accommodation request for assistance      

 

An exemption for payment of S64 Charges is sought to assist the Carer’s Accommodation project at the South East Regional Hospital. Procedure 4.07.5 - Water Supply and Sewerage Section 64 Charges, makes provision for such exemption, where community facilities are located on Crown land.

Background

Community Carers Accommodation South East is an incorporated Association, established in partnership with Service Clubs from across the Bega Valley for the purpose of raising funds, designing and building an 18 room carers accommodation facility on site at the new South East Regional Hospital.

The agreed objectives of the Association are to fundraise, and in close consultation with the NSW Southern Health District, to plan and construct a carer’s accommodation facility at the new South East Regional Hospital.

The primary target group for the carers accommodation facility will be carers and family members needing to stay close while their loved one / family member is in hospital.

A development application has been approved for the project (DA2016.112) and the Group is seeking assistance from Council to minimise the cost burden associated with the Section 64 Charges.

An exemption of payment of $86,832 from Bega Valley Shire Council is sought to offset the following Section 64 Charges;

Stage 1 - Water $12,060 & Sewer $16,884 = Total $28,944

Stage 2 - Water $12,060 & Sewer $16,884 = Total $28,944

Stage 3 - Water $12,060 & Sewer $16,884= Total $28,944

The design allows for construction in 3 – 4 stages, as funding permits.

Stage 1 – estimated to cost $900,000 - includes DA, infrastructure costs for the full project and an accommodation wing with 6 motel style rooms suitable for extended stays, along with a communal ‘sunroom’.

Stage 2a – communal kitchen and living area, outdoor area and landscaping

Stage 2b – a second accommodation wing with an additional 6 motel style units

Stage 3 – final wing of 6 motel style rooms suitable for overnight stays.

 

Exemption of S64 charges by Bega Valley Shire Council will significantly assist the project to achieve its building target for Stage 2 construction within the next 12 months. Any commitment of funds or reduction in the budget for project expenditure will assist in the Group’s $1 for $1 matching grant application with the Federal Government’s Building Better Regions Funding (BBRF) program.

12.6. Pambula Merimbula Golf Club - Recycled Water Use     

 

Pambula Merimbula Golf Club (PMGC) has requested that Council provide financial support for renewal of their golf course recycled water irrigation infrastructure.

This is a supplementary report that follows previous reports of 1 July 2015, 23 September 2015, 1 February 2017 and a Councillor briefing session held on 15 February 2017.

Background

On 15 February 2017 a Councillor briefing session was held, detailing Recycled Water management arrangements across the Shire.

The briefing followed the Council meeting of 1 February 2017 where it was resolved that;

Pambula Merimbula Golf Club – Effluent Reuse be deferred for a briefing session outlining all third party arrangements regarding effluent reuse in the Shire. 

Because of the timing associated with planned irrigation works by the PMGC, this supplementary report is brought back before Council for further consideration of the subsidy request. A copy of the 1 February 2017 report is attached to this report.

A further, more comprehensive report detailing Councils future Recycled Water Use policy position, inclusive of subsidy/investment considerations will be provided once the revised Long Term Financial Plan and Strategic Business Plans have been completed in the next 12 months.

With the exception of Tathra Recycled Water system, further larger scale third party subsidy/investment in Recycled Water Use will be curtailed pending future Council consideration of the matter.

Issues

Strategic

Council has an adopted strategic position of supporting recycled water irrigation use across the Shire. Works recently completed include the $4M recycled water disinfection facilities at Eden and Tura Beach Sewage Treatment Plants (STP).

Future, possible capital works include improvements to recycled water irrigation facilities at Bermagui and in the Merimbula/Pambula area are identified in the Water Supply and Sewer Strategic Business Plan.

Operational / Asset Management Plan

The course irrigation system is wholly owned and operated by the Pambula Merimbula Golf Club.

Environmental / Sustainability

There are substantial positive environmental benefits that arise from recycled water irrigation. Irrigation at PMGC results in 20% of plant effluent being irrigated on land, as opposed to disposal at sea or by dunal exfiltration.

Community Engagement and/or Communications

Substantial discussions have taken place between BVSC staff and PMGC representatives.

Financial and resource considerations

PMGC is notionally seeking $150,000 subsidy funding from Council towards construction of the necessary irrigation system. It should be noted these capital works are theoretically not funded by Council until 2019, as per the Long Term Financial Plan. However, the works proposed by PMGC (particularly the expansion component) are the type of works currently envisaged to be funded by Council commencing in 2019.

The available options are, not approving the subsidy funding, part approval of the funding amount or approval of the entire amount. A loan from BVSC to PMGC is not proposed for consideration on the basis that PMGC may be able to source suitable finance independently.

Conclusion

PMGC has utilised recycled water from Merimbula STP for over 30 years. During this time, a productive relationship has developed between BVSC and PMGC and this has resulted in an average of 20% of the STP throughput being irrigated annually.

Any proposed Council subsidy would be utilised in the same manner as described in the 1 July 2015 report to Council.

Recommendation

That Council (approve/not approve) the provision of $(insert amount) upper limited subsidy funding for renewal and expansion of the Pambula Merimbula Golf Club effluent irrigation system in association with the NSW Government’s $90,000 Community Building Partnerships (CBP) funding for an International Golf Tourism Hub for the Bega Valley.
