12.4. Bega Valley Local Traffic Committee     

 

This report provides information regarding two items recently discussed by the Bega Valley Local Traffic Committee from their meeting held on 4 October 2017. The minutes of the Local Traffic Committee Meeting of 4 October 2017 will be distributed this week and all other items reported to the Council Meeting scheduled for 1 November 2017 for adoption.

Background

Lumen Christi, Pambula Beach Road, Pambula Beach – Proposed No Stopping Zone

The following advice of the Bega Valley Local Traffic Committee meeting held on 3 May 2017, was adopted by Council on 17 May 2017:

“1.         That Council provide reasonable notice period of 8 weeks to Lumen Christi Catholic College of the following actions:

a)         That Council approve the installation of a No Stopping zone, between 8.30am–9.30am and 3.00pm–4.00pm school days, commencing at the northern point of the existing Kiss and Drop zone in Culgoa Crescent to the intersection with Pambula Beach Road, Pambula Beach being a length of 27 metres.

b)        That Council approve the installation of a No Stopping zone, between 8.30am–9.30am and 3.00pm–4.00pm school days, commencing at the intersection of Culgoa Crescent and Pambula Beach Road, Pambula Beach westerly along Pambula Beach Road to the eastern edge of the Bus and Service Vehicles entry being a length of 193 metres.

c)       That Council approve the installation of a No Stopping zone, between 8.30am–9.30am and 3.00pm–4.00pm school days, along Pambula Beach Road, Pambula Beach, commencing at the western edge of the Bus and Service Vehicles entry for a length of 98 metres terminating adjacent the School Zone sign.

2.         That an overall access management plan be designed and implemented for the Lumen Christi Catholic College site as soon as possible.”

Three hour parking, Merimbula

At the Council Meeting held on 20 September 2017, the following recommendation was adopted:

“That the Bega Valley Local Traffic Committee at their next meeting consider 3 hour car parking for the following areas Main Street west of Market Street, Merimbula Drive west of Market Street and the east side of Sapphire Coast Drive from Main Street to Merimbula Drive for a period until completion of construction in Main Street.”

Outcome

Lumen Christi, Pambula Beach Road, Pambula Beach – Proposed No Stopping Zone

All members of the Local Traffic Committee have confirmed that their position has not changed.

Local Traffic Committees operate under delegation from NSW Roads and Maritime Services, who are responsible for traffic control on all New South Wales roads. Advice received from NSW Roads and Maritime Services (RMS) is as follows:

“The recommendation that the Local Traffic Committee (LTC) made in May cannot be changed, that recommendation still stands as the most current recommendation from LTC.

If Council wish to add a new item for recommendation to the next LTC, we can then review this then. Please note that it would have to be a change from the current traffic regulation to become an item.”

Three hour parking, Merimbula

At the Bega Valley Local Traffic Committee Meeting held on 4 October 2017, the Committee agreed that their position on 3 hour parking had not changed and made the following recommendation:

“1.       Views of the Local Traffic Committee have not changed.

2.         A brief be presented to the Council to advise the possible impacts of 3 hour parking on the Merimbula businesses owners and community. Brief to include research data and examples of parking plans from other local shires. Peter Newton and Jason Deller to develop a brief and then pass through Local Traffic Committee for approval.

3.         Full review of parking and traffic management in Merimbula following completion of major construction.”
