S.1.  Cr Kristy McBain - South East Australia Transport Strategy - Petition to recognise the Princes Highway as a Highway of National Importance
       

 

Background

Council has received a letter from the South East Australia Transport Strategy (SEATS) requesting support for a Petition calling for the Federal Government to recognise the Princes Highway as a Highway of National Importance for Freight and Tourism. The objective is to secure additional funding for the upgrade, maintenance and improved safety outcomes on the Princes Highway from Wollongong to Melbourne and to enhance industry, business and tourism in the region.

The Petition is to be launched on 1 November 2017 and will run through to 1 March 2018.

A copy of the Petition and SEATS letter is attached.

12.5. RFQ 68/17 Supply and Delivery of Two Heavy Rigid Tipper Trucks      

 

This report details the outcome of evaluation of request for quotation RFQ68/17 for the supply and delivery of two replacement heavy rigid tipper trucks for the Works Section and recommends award to the preferred tenderer.

Background

Council’s ten year replacement program indicates that two existing trucks operated by the Works Section are due for replacement this financial year.

Council’s existing tipper trucks plays a vital role in the operation of the Council’s main Construction and Bitumen Maintenance Teams. The tipper truck is fully utilised within the teams and carries out multiple duties involving load shifting of gravel, rock, sand, soil and other materials as a ridged truck or towing a dog trailer with a combination weight of 50,000kg. The truck is also used to tow a plant tag trailer shifting pipes and machinery up to 12,000kg in weight.

Technical specifications were created and a Request for Quotation (RFQ) was submitted through Vendor Panel with a closing date of 15 September 2017.

Vendor Panel indicated a total of six vehicles were submitted from four companies for RFQ 68/17.

Issues

Legal /Policy

The quotation process was run through Vendor Panel and complied with the Local Government Act 1993.

Strategic

Council’s ten year replacement program is in accordance with the Fleet Long Term Financial Plan.

Financial and resource considerations

Council’s current heavy rigid trucks have reached the end of their useful life. The plant purchase was budgeted as per Council’s Fleet Long Term Financial Plan for the 2017/2018 financial year, to enable sufficient opportunity to inspect tenderer’s proposed offering.

Conclusion

Six tender submissions were assessed for RFQ 68/17. A thorough evaluation was completed on all of the trucks and it was deemed that the recommended supplier represented best value for money. This was largely on the pricing gap and warranty coverage offered for this truck. A weighted assessment was not exercised in this case.

The preferred supplier’s truck has been recommended to Council on the basis of whole of life costs, with maximum productivity and minimum breakdown time being a major factor to support Council’s maintenance and construction programs. The preferred truck meets all standards and required specifications and represents best overall value for Council.

Recommendation

1.         That Council accept the recommendations as outlined in the confidential attachment.

2.         That Council accept the quotation from (insert) in relation to the purchase of two heavy rigid tipper trucks under RFQ 68/17 for the total sum of $(insert) (including GST).

3.         That authority is delegated to the General Manager to execute all necessary documentation.

4.         That other tenderers be advised of Council’s decision.
