The Mayor made an announcement about live streaming requirements noting that:
Public Forums are recorded and live streamed to the Internet for public viewing.
The recording will be archived and made available on Council’s website www.begavalley.nsw.gov.au.
The Mayor commenced by acknowledging, On behalf of Bega Valley Shire Council, I would like to
acknowledge and pay our respects to the traditional custodians of the lands, waterways and airspace
on which we are gathering.

Proceed with the planning proposal and increase the height of buildings limit from 13m to 16m instead of the exhibited 18m. This is the recommended option because it gives effect to Council’s adopted land use strategies and the desired future character statement for Merimbula, is consistent with the Coastal Design Guidelines for NSW 2003 and addresses the dwelling undersupply in Merimbula. As this recommended change is not considered to be minor, Council does not have delegation to finalise the planning proposal and the Minister for Planning is authorised as the local plan-making authority. |

Whilst in principle I am speaking in favour of the
officer's recommendation I am seeking that this item be deferred until the
next Council meeting. I am a submitter to this planning proposal and have
already written to and presented to the Council my concerns. I note that on
18 May at 5.10pm I received notification of this matter going back to Council
and in reading the officer's report became aware that the proponent had
submitted a Cost Report by a QS in November last year and a report from a Real
Estate Agent. I believe in the interests of fairness, transparency and
accountability as a submitter to this proposal I and other submitters should
be given the opportunity to review this additional information and, if
warranted lodge a further written submission as a concerned and informed
resident. These reports are additional information that the proponent may
rely upon later in this process and all intersted parties should be offered
the opportunity to comment as part of that process. |

On 18 May I received ed an invitation to speak to my previous submission about this Development Proposal. My address will focus on the key elements raised in my submission (ie loss of key view corridors for my neighbouring Motels, the loss of the prime Lake Vista corridor for Visitors and locals entering Merimbula via Park Street and questioning the justification for a 13m height limit in that CBD location) that hopefully identifies the key issues that should be addressed by Council before the final decision is taken on this very important matter. |

Excerpt from the Procedure 6.02.2 Code of Meeting Practice regarding the number of speakers:
4. Public Forums
4.8 No more than three (3) speakers are to speak “for” and “against” each item of business on the agenda for the Council meeting.
4.9 If more than the permitted number of speakers apply to speak “for” or “against” any item of business the CEO or their delegate may request the speakers to nominate from amongst themselves the persons who are to address the Council on the item of business. If the speakers are not able to agree on whom to nominate to address the Council, the CEO or their delegate is to determine who will address the Council at the public forum.
4.10 If more than the permitted number of speakers apply to speak “for” or “against” any item of business, the CEO or their delegate may, in consultation with the Mayor or the Mayor’s nominated Chairperson, increase the number of speakers permitted to speak on an item of business, where they are satisfied that it is necessary to do so to allow the Council to hear a full range of view on the relevant item of business.
