Statement of Commencement of Live Streaming
The Mayor made an announcement about live streaming requirements noting that:
Public Forums are recorded and live streamed to the Internet for public viewing.
The recording will be archived and made available on Council’s website www.begavalley.nsw.gov.au
Acknowledgement of Traditional Custodians of Bega Valley Shire
The Mayor commenced by acknowledging, on behalf of Bega Valley Shire Council, the Traditional Custodians of the lands and waters of the Shire, the people of Yuin nation, to show respect to elders past and present.

Four Winds is opposed to the additional 12 shooting days by the Bermagui Sporting Clays Club. Council approval of this modification to DA 1999.1438 will mean shooting will be permitted for 7 hours on 24 Sundays per year. Four Winds is a major commercial business in Bermagui. We have performance facilities valued at over $4m, we employ 10 staff, we have an annual turnover of $1.3m and audiences of 7,000 in a normal year. Apart from two outdoor 3 day music festivals per year we have concerts, workshops, artist residencies, rehearsals and choirs performing. We present fine music events of the highest standard. Every time the shooters shoot it affects us. Nothing Four Winds does affects the shooters. Pre lockdown at 30 June 2021 in a Covid period, we were still planning events on 15 Sundays in the current six months between end of June 2021 and Christmas. There are 27 Sundays in these six months. If the shooters shoot on 12 Sundays in this six month it makes scheduling of events very difficult. Four Winds can't present events when shooting of guns is occurring. The amount of noise is dependent on wind direction. If the wind is from the south east through to the south west, the sound of guns is heard quite clearly and we could not hold an outdoor event at all if that noise was present. We cannot build an annual calendar of events based on unknown wind forecasts. It's an extremely bad image for us if people attending an indoor event are outside socializing, having food and beverages before, at interval and after, to have the beauty of the site ruined by shooting noise. Our brand is dependent on our pristine environment and we genuinely fear that our reputation is at stake and the viability of our business. The shooting range is less than 2km from the Four Winds site. We have occupied the site since 1991. Four Winds is not allowed to exceed the ambient noise level of the day. Four Winds also has ambitious plans to expand music activities at its renowned site. The difficulties in scheduling that will occur with the increased number of shooting days will make expansion very difficult. An opportunity to do more for the wider community will be lost. |

I would like to present some key findings of a review I conducted on the ERM Baseline Contamination Study report (which I provided to council staff in February of this year and which I hope can be distributed to councillors ahead of this meeting). By way of introduction, I am a Professor at Macquarie University, and am trained in data collection, research method design, evidence analysis, decision making, artificial intelligence, statistical methods, and research study conduct. I am a Fellow of the Australian Academy of Health and Medical Sciences, and several international Academies. My analysis reviews the design and conduct of the study and the statistical analyses undertaken (all areas in which I am expert). I would like to simply describe to council some concerns I have about apparent basic research errors in the way samples are taken, statistical analyses were conducted, theoretical modelling undertaken and report conclusions were presented. |

The intent of my presentation is for the Council to understand that there are many intractable issues associated with the current building including its deteriorated state, fire risk potential, lack of patronage, poor economic performance, high insurance overheads, and other factors, which need to be taken into account when considering whether or not it warrants listing as a local heritage item. |
