Statement of Commencement of Live Streaming

The Mayor made an announcement about live streaming requirements noting that:

Public Forums are recorded and live streamed to the Internet for public viewing.

The recording will be archived and made available on Council’s website www.begavalley.nsw.gov.au.

Acknowledgement of Traditional Custodians of Bega Valley Shire

The Mayor commenced by acknowledging, on behalf of Bega Valley Shire Council, the Traditional Custodians of the lands and waters of the Shire, the people of Yuin nation, to show respect to elders past and present.

1	Mr David Larkins Item 8.2 - Section 4.55(1a) Application to Modify Development Consent 2016.515 - 24 lot subdivision - Lot 4 DP 240604, East Street, Bega	Self	Face to Face	I would like to speak in support of council staff recommendation. I feel that some people will speak in objection and would like to balance it out. I would like to speak about the damage a decision against council recommendation by the councillors will do to future potential developments. With a critical housing shortage in the Bega Valley a councillor decision to over rule staff recommendation will do huge damage to the shires reputation and will discourage other developers from attempting to work in the shire. I would also like to speak about the damage a decision against council staff’s recommendation would do to the reputation and credibility of the planning department. We have a good competent planning team who are under enormous pressure and Councillors would set a precedent for every decision they make to be questioned and challenged. Presentation attached.

2	Mr Hugh Pitty Item 8.2 - Section 4.55(1a) Application to Modify Development Consent 2016.515 - 24 lot subdivision - Lot 4 DP 240604, East Street, Bega	On behalf of Friends of Glebe Wetlands Authority received	Face to Face	I will address key points raised in the staff report to Council and advocate for the protection of the long established roosting habitat of the Grey-headed flying-fox at the Glebe Wetlands in Bega by recommending that Councillors vote for Option 2: Defer consideration of the matter and request a separate report identifying any relevant Section 4.55 matters for consideration and draft reasons for refusal. I will recommend that Councillors seek that the separate report include a new Ecological Impact Assessment to provide the Council with accurate information about the actual extent of the flying-fox camp prior to making a determination. I will also recommend that the Council formally refer the matter to the Federal Environment Minister according to the relevant provisions of the Environment Protection and Biodiversity Conservation Act (1999).
